I’m no longer a CIA officer, but I am a CIA contractor and consultant my contract over the last 10 years. I have distributed 100 cell phones on Guam. I thought they were just going to track people. I did not know they were directed energy weapons, which are illegal for CIA to use in America. I want to file official complaints everywhere that I can. CIA is illegally using American citizens as guinea pigs
