Draft Bill 1 of 10 The Universal Basic Income Act A BILL To establish a national Universal Basic Income (UBI) for all adult citizens. SECTION 1. SHORT TITLE This Act may be cited as the “Universal Basic Income Act of 2025”. SECTION 2. PURPOSE To reduce poverty, stabilize the economy, and support human dignity in the age of automation. SECTION 3. BENEFIT All U.S. citizens aged 18 or older shall receive $1,200 monthly, tax-free, unconditionally. SECTION 4. ADMINISTRATION The Social Security Administration (SSA) shall administer monthly payments via direct deposit or debit card. SECTION 5. FUNDING Funding shall be secured through a 2% federal VAT, closure of tax loopholes, and a federal AI dividend. SECTION 6. OVERSIGHT A bipartisan oversight board shall audit and report annually to Congress. SECTION 7. SEVERABILITY If any part is held invalid, the remainder shall remain effective.
