Step-by-step process

To switch from a Housing First program to Section 8 housing assistance and transfer your benefits to Hawaii, you need to follow a series of steps. Here’s a general guide:

### 1. Understand the Programs – **Housing First**: This program focuses on providing permanent housing to homeless individuals as quickly as possible, along with supportive services. – **Section 8 (Housing Choice Voucher Program)**: This program provides vouchers to low-income individuals and families to help them afford rental housing in the private market.

### 2. Confirm Eligibility for Section 8 Ensure you meet the eligibility requirements for the Section 8 program. These generally include income limits, citizenship or eligible immigration status, and other criteria set by the local Public Housing Authority (PHA).

### 3. Apply for Section 8 1. **Contact Your Local PHA**: Reach out to your local PHA in Guam to express your interest in switching to Section 8 and relocating to Hawaii. 2. **Complete the Application**: Fill out any necessary applications or forms required by the PHA in Guam.

### 4. Portability Process Section 8 vouchers are portable, meaning you can transfer them from one location to another: 1. **Notify Your Current PHA**: Inform your PHA in Guam of your intent to move to Hawaii and request portability of your voucher. 2. **Provide Required Documentation**: Submit any required documents to your current PHA. 3. **Coordinate with Receiving PHA**: Your current PHA will contact the PHA in Hawaii to transfer your voucher.

### 5. Find Housing in Hawaii 1. **Search for Housing**: Once your voucher is transferred, start looking for housing in Hawaii that accepts Section 8 vouchers. 2. **Submit Request for Tenancy Approval (RFTA)**: Once you find a suitable unit, submit an RFTA form to the receiving PHA in Hawaii. 3. **Inspection and Approval**: The unit will be inspected by the PHA to ensure it meets HUD standards.

### 6. Confirm Medicare Dental Coverage Ensure that your Medicare plan in Hawaii covers dental services. You may need to: 1. **Contact Medicare**: Call Medicare to verify dental coverage details and confirm that the plan in Hawaii includes the services you need. 2. **Update Your Address**: Update your address with Medicare to ensure your benefits are transferred correctly.

### Contact Information – **HUD Guam Office**: – Phone: (671) 472-7241 – Address: 770 East Sunset Boulevard, Suite 230, Barrigada, GU 96913 – **HUD Hawaii Office**: – Phone: (808) 457-4662 – Address: 1132 Bishop Street, Suite 1400, Honolulu, HI 96813 – **Medicare**: – Phone: 1-800-MEDICARE (1-800-633-4227)

### Steps Summary: 1. Confirm eligibility and apply for Section 8. 2. Notify your current PHA about your intent to transfer. 3. Coordinate the portability process with the receiving PHA in Hawaii. 4. Find a housing unit in Hawaii and complete the necessary paperwork. 5. Ensure your Medicare plan in Hawaii covers the dental services you need.

By following these steps, you can switch from a Housing First program to Section 8 and relocate to Hawaii to access the dental services covered by Medicare.

District Court case number 24–12

DECLARATION

Plaintiff even though being blind and deaf, believes GUAM is the best place, but the worst place for ADA compliance. Many buildings and sidewalks allow zero wheelchair access and Manny policies create extreme hardships for elderly and disabled, even though CHANGING said policies would save the government a lot of money. Most people in positions of power on GUAM are related. Plaintiff believes agency directors related to judge Gatewood complained about plaintiff, so judge Gatewoo’s unreasonable and even illegal actions of dismissing and closing all of the cases which plaintiff has been using to address the most serious ADA noncompliance. There were verbal settlement agreements in these cases. The cases needed to remain open in case of BREACH of those agreements. Judge Gatewood was aware of this and still dismissed and closed the cases without allowing the settlement agreement information to be entered and also labeled plaintiff as a vexatious LITIGANT. Judge Gatewood does not allow plaintiff to file electronically via fax or email, even though all other district courts do. Even though plaintiff is blind and deaf plaintiff would like judge Gatewood to respond to these allegations. Years and years, I walked miles and miles just to speak to agency directors who want to extreme measures to avoid me, every trip to the courthouse is HOURS of hiking for me because Judge Gatewood will not let me file electronically, I have entered physical, assaults, and vehicular assaults from government officials and judge Gatewood does not even want to see the videos of those
