Argument for Accepting Copies of Birth Certificates for Non-Secure Regular Citizen IDs
Allowing copies of birth certificates for non-secure IDs under the Real ID Act balances security with accessibility. Original documents can be costly and difficult to obtain, disproportionately affecting vulnerable populations. Since these IDs are not used for federal purposes, the risk of fraud is minimal, especially with modern verification technologies.
Many states already accept copies for similar purposes, like school enrollment or employment verification, making this policy consistent with existing practices. Additionally, it reduces administrative burdens and respects state autonomy, ensuring broader access to identification without compromising security.
