The existing text of Section [2102] is replaced in its entirety as follows:

(a) Number of Members. The Legislature of Guam shall consist of NINE (9) Senators, elected at large.

Section 3. Transition and Implementation.

(a) Effective Date. The provisions of this Act shall apply to the Senators elected at the 2026 General Election, who shall be the first to serve in the nine (9) member Legislature.

(b) Popular Mandate. This Act shall take full effect upon certification of a majority of the votes cast by the qualified electors of Guam in the General Election of 2024.

Section 4. Severability.

The provisions of this Act are severable. If any part of this Act is invalidated, all other provisions shall remain in full effect
