**Title: Guam Disability Services Consolidation Act**

**Purpose:** To streamline disability services, improve efficiency, and reduce bureaucratic overlap by merging the Department of Vocational Rehabilitation (DVR), the Division of Integrated Services for Individuals with Disabilities (DISID), and the Department of Social Services (DSS) into a single agency.

**Section 1: Short Title**

This Act may be cited as the Guam Disability Services Consolidation Act.

**Section 2: Definitions**

– "Agency" refers to the newly established merged entity resulting from the consolidation of DVR, DISID, and DSS.

– "Director" refers to the head of the Agency.

**Section 3: Merger of Departments**

(a) The Department of Vocational Rehabilitation (DVR), the Division of Integrated Services for Individuals with Disabilities (DISID), and the Department of Social Services (DSS) shall be merged into a single agency.

(b) The Agency shall be responsible for providing comprehensive disability services, including vocational rehabilitation, support for individuals with disabilities, and social services.

**Section 4: Leadership and Administration**

(a) The Governor shall appoint a Director to oversee the operations of the Agency.

(b) The Director shall have the authority to appoint necessary staff and establish organizational structures within the Agency to efficiently deliver disability services.

**Section 5: Transfer of Functions and Assets**

(a) All functions, powers, duties, and responsibilities of DVR, DISID, and DSS shall be transferred to the Agency upon the effective date of this Act.

(b) All assets, funds, properties, records, and personnel of DVR, DISID, and DSS necessary for the continued operation of the Agency shall be transferred accordingly.

**Section 6: Transitional Provisions**

(a) The Governor shall establish transition plans to ensure the smooth integration of services and operations during the merger process.

(b) Existing contracts, agreements, and obligations of DVR, DISID, and DSS shall be assumed by the Agency.

**Section 7: Reporting**

The Director shall provide regular reports to the Governor and the Guam Legislature on the progress and outcomes of the merger, including any challenges encountered and steps taken to address them.

**Section 8: Effective Date**

This Act shall take effect immediately upon enactment.

This legislation aims to address the bureaucratic overlap and inefficiencies caused by the separate administration of disability services on Guam by consolidating relevant departments into a single agency.
