Title: Guam Employee Salary Equity Act

Preamble:

Recognizing the United States’ commitment to equality and fairness;

Ensuring Guam’s government employees receive equitable compensation compared to the mainland U.S.;

Enhancing recruitment, retention, and morale in Guam’s government workforce;

Be it enacted by Congress:

Section 1: Short Title

This Act may be cited as the "Guam Employee Salary Equity Act".

Section 2: Definitions

(a) "Government employees" include civil servants, public officials, and administrative staff in Guam.

(b) "Mainland United States" refers to the contiguous states and the District of Columbia, excluding Alaska, Hawaii, and other territories.

Section 3: Salary Equity Requirement

(a) Guam’s government must ensure salaries for its employees match those in comparable mainland U.S. positions.

(b) Parity considers job responsibilities, qualifications, experience, and cost of living adjustments.

Section 4: Implementation and Enforcement

(a) The Governor of Guam shall appoint a task force from relevant agencies and stakeholders to develop and implement a salary equity plan.

(b) The task force will review progress and recommend adjustments.

(c) Salary disputes will follow Guam’s labor relations and dispute resolution channels.

(d) Necessary funds will be allocated for this Act’s implementation.

Section 5: Reporting

The Governor of Guam shall submit annual reports to Congress on the status of salary equity efforts.

Section 6: Funding

Funds necessary to implement this Act are authorized for appropriation.

Section 7: Severability

If any part of this Act is held unconstitutional, the rest remains in effect.

Section 8: Effective Date

This Act takes effect 90 days after enactment.
