Title: Guam Geothermal Research Laboratory Lease and Construction Act
Section 1: Definitions
1.1. "Guam Government" refers to the government of Guam, including its agencies and departments.
1.2. "Geothermal Research Laboratory" refers to the facility designated for research, experimentation, and analysis related to geothermal energy.
1.3. "147 Dana de Noches" refers to the specific address where the Geothermal Research Laboratory will be constructed, situated uniquely with mountain and ocean front and back, a solar farm, and a quarry within 1000 feet.
Section 2: Lease of Land
2.1. The Guam Government is hereby authorized to enter into a lease agreement with the owner(s) of the property located at 147 Dana de Noches, Guam, for the purpose of constructing and operating a Geothermal Research Laboratory.
2.2. The lease agreement shall include provisions for the use of the land exclusively for the construction and operation of the Geothermal Research Laboratory, ensuring its uninterrupted access and functionality.
Section 3: Construction of Geothermal Research Laboratory
3.1. The Guam Government is allocated funds from the [Specify Funding Source] to construct a Geothermal Research Laboratory on the leased property at 147 Dana de Noches, Guam.
3.2. The Geothermal Research Laboratory shall be constructed as a 50 x 50 concrete building, meeting all relevant building codes, environmental regulations, and safety standards.
3.3. The location of the laboratory, uniquely positioned with mountain and ocean front and back, a solar farm, and a quarry within 1000 feet, shall be utilized optimally for research and experimentation purposes.
Section 4: Laboratory Operations and Management
4.1. Upon completion of construction, the Guam Government shall assume responsibility for the operation, maintenance, and management of the Geothermal Research Laboratory.
4.2. The Geothermal Research Laboratory shall employ qualified personnel and adhere to established protocols and procedures for conducting research, ensuring safety, and maximizing the utilization of its unique surroundings for scientific inquiry.
Section 5: Reporting Requirements
5.1. The Guam Government shall provide regular reports to the Guam Legislature regarding the progress of the construction, operation, and research activities conducted at the Geothermal Research Laboratory.
5.2. These reports shall include updates on research findings, financial statements, and any other relevant information necessary for legislative oversight and evaluation of the laboratory’s activities.
Section 6: Funding
6.1. The necessary funds for the lease of land, construction, and operation of the Geothermal Research Laboratory shall be appropriated from the [Specify Funding Source].
