Clifford Ray Hackett, Plaintiff,

Carolyn W. Colvin, Acting Commissioner of the Social Security Administration;

Stephen C. Goss, Chief Actuary;

Marcela Escobar-Alava, Chief Information Officer;

Michelle A. King, Deputy Commissioner for Operations;

and other unknown agents of the Social Security Administration, in their official capacities,

Defendants.

COMPLAINT (jury trial demanded)

This is a civil action seeking injunctive relief and damages due to Defendants’ actions violating federal law, Guam law, and Plaintiff’s constitutional rights.

Jurisdiction and Venue

Jurisdiction is under 28 U.S.C. § 1331 as this case arises under U.S. law.

Venue is proper in Guam under 28 U.S.C. § 1391 as the acts occurred in Guam.

Plaintiff, Clifford Ray Hackett, (Guamanian)

Defendants are SSA employees

Allegations

Defendants, as SSA agents, took actions against plaintiff never taken against any other person These actions caused Plaintiff emotional distress, financial harm, and interference with legal rights. Defendants violated federal law, Guam law, and Plaintiff’s rights under amendments 5 &14

Relief Requested

Plaintiff requests the Court:

Declare Defendants’ actions unlawful.

Issue an injunction barring Defendants from actions never taken against others

Award compensatory and punitive damages.

Grant costs, including attorney’s fees.

Provide other just relief
