Title: Guam Employee Salary Equity Act
Preamble:
Whereas, the United States of America upholds the principles of equality and fairness for all its citizens and territories;
Whereas, it is imperative to ensure that government employees in Guam are compensated at levels equitable to their counterparts in the mainland United States;
Whereas, achieving salary parity will enhance recruitment, retention, and morale among government employees in Guam;
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
Section 1: Short Title
This Act may be cited as the “Guam Employee Salary Equity Act”.
Section 2: Definitions
(a) “Government employees” refers to individuals employed by the government of Guam in various capacities, including but not limited to civil servants, public officials, and administrative staff.
(b) “Mainland United States” refers to the contiguous states and the District of Columbia, excluding Alaska, Hawaii, and other U.S. territories.
Section 3: Salary Equity Requirement
(a) The government of Guam shall ensure that the salaries and compensation packages of government employees in Guam are equivalent to those of comparable positions in the mainland United States.
(b) Salary parity shall be determined based on factors such as job responsibilities, qualifications, experience, and cost of living adjustments.
Section 4: Implementation and Enforcement
(a) The Governor of Guam shall appoint a task force comprised of representatives from relevant government agencies, labor organizations, and other stakeholders to develop and implement a plan for achieving salary equity as outlined in this Act.
(b) The task force shall conduct periodic reviews and assessments to monitor progress towards salary parity and recommend adjustments as necessary.
(c) Any disputes or grievances regarding salary disparities shall be addressed through established channels for labor relations and dispute resolution in Guam.
(d) The government of Guam shall allocate necessary funds to implement the provisions of this Act.
Section 5: Reporting
The Governor of Guam shall submit annual reports to the Congress of the United States detailing the status of efforts to achieve salary equity for government employees in Guam.
Section 6: Funding
There is hereby authorized to be appropriated such sums as may be necessary to carry out the provisions of this Act.
Section 7: Severability
If any provision of this Act, or the application of such provision to any person or circumstance, is held to be unconstitutional, the remainder of this Act, and the application of the provisions of such to any person or circumstance, shall not be affected thereby.
Section 8: Effective Date
This Act shall take effect 90 days after the date of its enactment.
