Gov. Ralph DLG Torres ordered Friday a more stringent 14-day quarantine for people coming to the CNMI beginning today, March 23, following the increasing number of COVID-19 cases in Guam.

“COVID-19 is spreading in Guam,” Torres stated. “Further discussions with the [ Commonwealth Health Care Corp.] indicate that, given the CNMI’s resources, prevention and containment of COVID-19 would be best aided by having all persons entering into the CNMI be quarantined in a more closely-monitored environment than self-quarantining would provide.”

This includes putting travelers in facilities designated for quarantine.

“Effective March 23, 2020, at 8am, all persons who are traveling into the CNMI, including CNMI residents, who originate from a country with an identified COVID-19 outbreak, inclusive of Guam, Hawaii, and the continental United States, shall be quarantined for a 14-consecutive day period in a manner prescribed by CHCC,” states Torres’ amended order.

Furthermore, travelers whose final destination is Rota or Tinian will also be subject to the same quarantine at a designated hotel and enrolled in the CHCC COVID-19 text-based illness monitoring system, subject to monitoring and follow up with CHCC based on surveillance protocols.

Pilots and flight crew who do not disembark will not be quarantined. Individuals with documented return flights within less than 14 days of arrival will be permitted to depart the CNMI; however, they will be quarantined at the designated hotel.

People entering the CNMI by vessel must also first proceed to Saipan, report to authorities and CHCC, and then serve the same 14-day quarantine period on Saipan at the designated hotel, before traveling on to Tinian, Rota, or any other CNMI island.

Those who fail to comply with this quarantine protocol will be arrested and confined.

After completing the 14-day quarantine period, CHCC will issue a document stating that the individual does not have symptoms (asymptomatic). If your final destination is Tinian or Rota, the individual must present this document to the airline or vessel when checking in for a flight or voyage to Tinian or Rota.

Individuals who are subject to this quarantine protocol and are without the CHCC document will not be allowed to board the plane or the vessel.

1994:
Ray met Jaki after following her to a Muslim terrorist training camp.
1995:
Ray learned of and informed FBI and NBI and PNP of a Terror plan (put 911 plan Link here) to attack USA, which would use airplanes to crash into targets and the target list options included the Pentagon, the World Trade Center, the Empire State Building, and others.
1998:
Jaki, while working as a prostitute, knew Ray as a customer and talked in her sleep about the Terror plan but convinced him she converted from Islam to Christianity and was no longer involved in the plan to attack USA. Jackie was pregnant, but in anger at Ray for buying a bus ticket instead of an airplane ticket for her, got what is known as a killer massage to break up the baby, causing abortion. Jackie told Ray The bus ride caused abortion
2000:
Jaki made a business proposition to Ray that they would marry, make babies, go to USA, and use EIC money to build houses in the Philippines for their children. (Put confession Link here) Ray did not know this was marriage fraud, a Class 6 felony but Jackie knew.
2001:
Ray kept on warning the FBI about the upcoming attack on USA But was always ignored and finally decided to fly to USA and visit FBI personally. Ray got a ticket on Cathay Pacific Airlines for September 10 in Manila which was September 11, the attack date in USA. When Ray checked in for his flight, Manila airport workers informed Ray all flights were cancelled to USA that day because of a terror attack.
2002:
Jackie was pregnant and Ray married her, but Jackie made the marriage fraudulent as she had her aunt Magnolia’s signiture forged as a witness, but Ray was unaware of this.
2003:
Ray continued his mission of making free schools for poor children. Braided this with great success worldwide especially in China and India. The total sum of students in his schools hovers around 1 billion students yearly.
2004:
Jackie coerced girls at one of Ray’s schools to ask for money from people online and when Ray found out he banned the guilty girls from the school. Those girls and Jackie conspired with the police to extort money from Ray with false charges. The plan backfired because when the police found out Ray had no money they put jaki in jail with Ray charging both Jackie and Ray with human trafficking.
2006:
Unown to Ray, Jackie and her attorney bribed the judge to dismiss the case.
2007-2008:
Ray arrived in USA. Jackie arrived in USA, but was detained by Ice agents because many men complained about her defrauding them of money by Leading them to believe they were her one and only boyfriend who she was coming to USA to meet. Ice agents allowed her to call those men and ask them not to press charges and they agreed so ice agents allowed Jackie to continue her trip, reuniting with Ray and their two daughters Hazel and Faye and they made another boy baby and named him Norman Ray Hackett. Jackie had been accustomed to getting 50 pesos for sex in the Philippines which is one US dollar and found out in USA she could get $1,000 instead of just $1 each time, and so she refused to stop prostituting herself. When Ray insisted she stop, she threatened to kill him with poison and then poisoned him twice in December 2007 and January 2008 (put medical records link here) Ray agreed to give Jackie 50% custody of the children so that Ray and Jackie could both have housing; Ray in California and Jackie in Colorado. Jackie broke the agreement and followed Ray to California. Ray made an ideal setup as rent was paid automatically and Albertsons grocery store delivered groceries to the door and the school bus picked up and dropped off the children at the front gate.
2009:
Corrupt Philippines government officials contacted Ray and threatened to have the case dismissal overturned unless Ray went to the Philippines and accessed incriminating information from Philippines government computer systems about the Philippines president and the governor of Mindanao. Ray went, got the information, was removed from the case 6738, and agreed to travel to a press conference with 100 reporters and present the information and a better person to be governor, but the current governor was informed of the plan, and met the Convoy (which Ray’s bus had broken down and dropped out of) and killed all the reporters and those traveling with them. Ray escaped to Guam the nearest part of USA. Meanwhile in USA Jackie lied to Ray’s relatives, telling them he abandoned her and the kids and they had no food. This was just a manipulation to get full custody of the children and set Ray’s relatives against him. From reliable sources, Ray learned Jackie did not convert from Islam but is in TAQIYA a Muslim term for Deep Cover disguise as she is part of a Sleeper Cell that will attack USA and this is from the same sources that warned of the 911 terror attack in 1994, which information Ray provided to FBI, NBI, and PNP in 1995 and was ignored until the attack happened so talk about deja vu!
2010:
Josephine Ducusin, former attorney of Jackie, was involved in having the case 6738 dismissal overturned and Jackie threatened that Josephine Ducusin would be killed by poison and that did happen. The relatives of Josephine added murder charges to the case against Jackie and obtained a conviction and a life sentence against Jackie.
2011:
Jackie moved in with a boyfriend in Colorado and the boyfriend also rented an apartment for her in New Mexico to assist with the fraud of a Colorado resident filing a New Mexico case. Ray, aware of this, went to New Mexico and rented the New Mexico apartment from Jackie to prove that she was not staying there and she was living in Colorado. Ray informed the court of this (Put New Mexico Court case link here)but the fraud prevailed nonetheless, even though the court was aware the money kept Ray’s children alive in the Philippines and so was thes New Mexico judicial standards committee who refused to act on Ray’s complaint against the judge, so Ray’s kids continue to die from starvation even though just a few people asking Jackie to stop the fraud would do it; they all refuse to say anything, believing that Ray’s kids aren’t real or if they are real, there are too many and some should die.

We probably need 8–12 weeks (2–3 months) of social distancing in the US in order to deal with COVID-19 as a society. However, the virus will come back and we’ll basically have a roller coaster of “social restrictions, easing up, social restrictions, easing up … to try to smooth out the demand on the health care system.”

It is unclear how things will actually proceed in the United States. Some states have avoided implementing any public policies in response to the pandemic, and there aren’t yet many firm recommendations or policies coming from the White House. Some states are shutting everything down, while others are leaving everything open.

Furthermore, the economic impact we are gliding into is unprecedented. I expect a large stimulus package to be passed by Congress soon, but there has been an unacceptable delay moving this package out the door, which has been making tens of millions of people nervous about paying their bills. One executive in the hospitality industry estimated last week that 1 million hospitality workers had lost their jobs in one day. There is a big question mark about whether or not Congress is going to go “big enough” on the stimulus package.

Even if it is big enough for this month, the completely uncharted territory we seem to be entering holds a large question mark about what might be needed beyond March and April. If we will indeed have another 8–12 weeks of near lockdown followed by cycles of varying levels of social restrictions (something that is simply a common proposal from medical professionals right now), that is like nothing the United States has ever gone through. There are almost no models even exploring what happens in such a situation.

This overall societal problem is what is technically termed a “wicked problem” in city planning. There are so many effects and side effects to every decision that there is no clear path forward that is absolutely, definitely best. Furthermore, the “problem” is constantly changing, or evolving. In a narrow sense, it is clear that self-isolation and shutting everything down early has worked best in this pandemic. Korea seemed to nail it. Japan, Singapore, and Hong Kong followed a similar course.

However, that doesn’t necessarily explain how we should deal with this in the long term (if the problem doesn’t disappear like a “miracle” someday).

One thing to remember is that we are architects of our own destiny. We create positivity with positivity, and we create fear with fear. We are — every single day — creating our future and influencing the future of the world. In times of disruption and change, we are more likely to break out of habits or complacency and make more dramatic turns in one direction or another. If we focus on positive, evolutionary, uplifting actions, attitudes, and agendas, we are more likely to create a better world than the one that preceded this pandemic.

Dr. Ezekiel Emanuel, an American oncologist and bioethicist who is senior fellow at the Center for American Progress as well as Vice Provost for Global Initiatives at the University of Pennsylvania and chair of the Department of Medical Ethics and Health Policy, said on MSNBC on Friday, March 20, that Tesla and SpaceX CEO Elon Musk told him it would probably take 8–10 weeks to get ventilator production started at his factories (he’s working on this at Tesla and SpaceX).

I reached out to Musk for clarification on that topic and he replied that, “We have 250k N95 masks. Aiming to start distributing those to hospitals tomorrow night. Should have over 1000 ventilators by next week.” With medical supplies such as these being one of the biggest bottlenecks and challenges at the moment in the COVID-19 response in the United States (as well as elsewhere) — something that is already having a very real effect on medical professionals and patient care — the support will surely be received with much gratitude. That said, while there has been much attention put on the expected future need for ventilators, very few places reportedly have a shortage of them right now. In much greater need at the moment are simpler supplies like N95 masks, which must be why Tesla/SpaceX is providing 250,000 of them.

Francois Balloux is “a computational/system biologist working on infectious diseases and [has] spent five years in a world class ‘pandemic response modelling’ unit.” He’s the director of the UCL Genetics Institute. He published a 12-tweet thread about his experience and conclusions from that intensive pandemic response modelling — “what I believe I (don’t) know.” He concluded that thread with this tweet:

“LIEUTENANT Gov. Arnold Palacios and I, along with our Commonwealth, extend our deepest condolences to the family of the first Covid-19 related death on Guam. Our thoughts and prayers are with Gov. Lou Leon Guerrero, her administration, and the people of Guam.
“I have remained in close contact with Gov. Leon Guerrero over the last week, and her administration is doing everything to protect the people of Guam. Through our partnership, Guam has allowed us to send specimens to their lab for testing, as we continue to conduct surveillance and working to upgrade our facilities here on Saipan through federal assistance.
“This pandemic affects all of us, and we need to do our part to stay at home, avoid unnecessary travel except trips to the grocery store and picking up food and medication. Marianas, we need to take this seriously. Please stay home and avoid contact with our manamko’ and our loved ones with preexisting illnesses.
