U.S. Army Corps of Engineers looking for local construction companies
USACE, Honolulu District, is seeking capability statements from construction companies interested in providing design-build construction services for the retrofit of pre-existing buildings and facilities.

HONOLULU, Hawaii – With emerging space capacity for medical facilities in Hawaii and the Pacific region due to the COVID-19 outbreak, the U.S. Army Corps of Engineers (USACE), Honolulu District contracting branch is seeking capability statements from construction companies interested in providing design-build construction services for the retrofit of pre-existing buildings and facilities.

USACE is requesting capability statements from interested firms located within the State of Hawaii, Guam, the Commonwealth of the Northern Marianas Islands (CNMI), American Samoa, and those capable of mobilizing to other areas within the Pacific.

Capability statements will be accepted via email only through 10 p.m. (Hawaii Standard Time), Friday March 27, 2020.

Construction firms will be required to mobilize within two to three calendar days of contract award and be prepared for an aggressive completion of any project. Various buildings and facilities to potentially be retrofitted include hotels and convention centers, stadiums or arenas. Hotels and convention centers may be configured as an alternate care facility or a non-acute alternate care facility. Additional projects contemplated are modular containerized isolation units. Note that locations and boundary restrictions are subject to change based on mission requirements.

A firm’s response to this Sources Sought shall be limited to five pages and must include the following information:

Firm’s name, address, point of contact, phone number, e-mail address, CAGE and DUNS number, and the Construction Bonding Level per contract and aggregate bonding capacity.
Discussion of firm’s ability to mobilize within two to three calendar days of contract award to begin work and ability obtain labor and equipment within the islands of the state of Hawaii, Guam and CNMI. Capabilities statements may include a listing of owned (or accessible) equipment and information regarding the firm’s workforce. Please DO NOT include: personally identifiable information in the capabilities statement. Discussion of firm’s ability to meet acceptable accounting system criteria as outlined in DFARS clause 252.242-7006, Accounting System Administration (FEB 2012).
Firm’s business size and small business category (when applicable): Small Business (SB), Small Disadvantaged (SDB), including 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), including Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small business (SDVOSB).
Provide relevant information on the Firm’s experience/Capabilities as it pertains to the proposed work outlined in the Project Description.
All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
